In recent years there has been a surge in government-led economic inclusion programs. Economic inclusionā€™s roots are grounded in approaches that are shown to be effective in reaching people living in extreme poverty. Yet one of the biggest challenges as programs scale up is determining the target groups to be included and how to prioritize those who may need support the most.Ā Governments must consider these challenges in the context of both the high demand for program participation and budget constraints. The prioritization of any program participant is driven not only by need, but also by policy and politics.

This Open House explores the evidence, practice, and trade-offs in reaching the poorest as programs move to scale. Several government-led programs that have had years to refine their approach now utilize economic inclusion within a broader ecosystem of programs that support households in different economic contexts. Often such a comprehensive approach brings challenges. This session will convene representatives from country governments, policy makers, and BRAC and other NGOs to explore experiences in reaching the poorest and delivering on a promising evidence base
